In shared public spaces there are many non-dog owners who greatly appreciate boundaries.   Think of the jogger, biker, hiker, skateboarder, kids running & playing.  All of these examples are people who are active and can be very stimulating to your dog without these people realizing it.   The actions of these people may trigger your dog to chase, bark, lunge etc.  These people have no knowledge of your dog or his triggers and your dog disrespecting their boundaries could result in a fall, injury, frightening situation, or just a plain nuisance that they do not want to deal with.  It is good manners to have your dog under control in shared public spaces so that if your dog is triggered by someone else's actions you are able to deal with it in a safe manner.

Owners of Small Dogs, Older Dogs, Nervous Dogs Rescue Dogs, etc. will also be grateful if you are in control of your dog and do not allow your dog to approach their dogs unless you have both agreed to an interaction.
